Leaked 100-day Trump peace plan calls for Ukraine territorial loss


The alleged plan offers Ukraine guaranteed E.U. membership but denies NATO entry; official Kyiv says it’s a Russia-made fake.

A Ukrainian outlet claims to have seen a Ukraine peace plan penned by the team of U.S. President Donald Trump, which outlines a step-by-step settlement of the conflict between Russia and its eastern neighbor.

Enforcement is expected to take 100 days, by the Victory Day Russia will mark on 9 May, says Strana.ua. The document traveled from the White House to European diplomats, and from them to officials in Kyiv, it specified, admitting it couldn’t verify the plan’s authenticity.

Some of its content, however, re themes shared by Trump team members to U.S. media in recent weeks.

Conditions for peace

These are the key measures the sides allegedly need to take in order to achieve peace:

Negotiations and diplomatic action:

  • Trump and Vladimir Putin engage in a phone call in January or February, followed by discussions with Ukraine later on.
  • Ukrainian President Volodimir Zelenski revokes his decree prohibiting negotiations with the Russian leader.
  • A meeting between Trump, Zelensky, and Putin in February or early March, either bilaterally or trilaterally, to finalize the plan’s settings.

Easter ceasefire:

  • A ceasefire along the front line by the Orthodox Easter day (20 April).
  • Ukraine withdraws its troops from the Kursk region.

International peace conference:

  • Scheduled for late April with the participation of the U.S., China, E.U. nations, and the so-called Global South.
  • A prisoner exchange under the principle "all-for-all."

Conclusion of active military operations:

  • A peace “declaration” signed by May 9.
  • Ukraine terminates the martial law and halts the mobilization process.
  • Ukraine holds presidential in late August and parliamentary elections in late October.

Ukraine’s international status:

  • Ukraine abandons its NATO membership aspirations, and this decision is confirmed at a NATO summit.
  • Ukraine is promised E.U. membership by 2030, with the E.U. committing to help rebuild the country.
  • The size of Ukraine's military is not reduced, and the U.S. continues supporting its modernization.

Territorial Issues:

  • Ukraine ceases any military and diplomatic efforts to reclaim the occupied territories but retains the right not to recognize Russian sovereignty on them.

Political and cultural provisions:

  • Pro-Russia parties allowed to exist and to participate in elections.
  • Reinstatement of the Russia-controlled Ukrainian Orthodox Church and the free circulation of Russian language.

Sanctions relief for Russia:

  • Some sanctions are lifted immediately after the agreement is signed, and others are phased out over three years.
  • The E.U. resumes the imports of Russian energy resources, subject to a special tariff, with the revenues invested in Ukraine's reconstruction.

Kyiv’s reaction: it’s a fake paper

The future peace agreement would provide for conditions that Putin may sell as Russia’s victory in the war, as its main conditions aligh with Putin's redacted goals. 

The Head of the Ukrainian Presidential Office, Andriy Yermak, dismissed the plan as a means "fabricated to legitimize Russian claimss." President Zelenski has not commented on it.

A Wall Street Journal report says Donald Trump has tasked his special envoy to Ukraine, Keith Kellogg, with preparing a 100-day plan to end the war. Whether it exists at all remains a mystery.
